Staff Member Requests Empty Staff Member Requests

Every few users who register for a membership request to become either an administrator or a moderator.  Although this is no big deal, if every user did this, it would be overwhelming.

If I feel that we need more staff members to keep up with the amount of members, I will add an announcement, where I will take requests.  Otherwise, do not request to become a staff member.  I do not accept any other administrators.  There is a rule regarding this matter.
